'Send back' an incomplete request submitted via self service

Sometimes when users make a request via the portal they don't complete all of the correct details. Provide the ability for an Analyst to 'Send Back' a request to the customer to fill in more details. A ‘please re-do this form’ if admin determines there is insufficient data.
