Add ability to "Follow" ticket similar to MI "Add Me"

  1. For MI: In addition to "add me" on the portal, the ability to select to merely "follow" that would effectively add the person as a stakeholder with a specific profile of "follower", and nothing more.

  2. A New Widget allowing users to see KE, Problems, MI or any other entity marked as "Public to portal", or "Global" for example with a Follow button next to each. You could also consider restricting by Organization

  3. the ability to follow KB content.

  4. the ability to follow CI (this is relevant to PPM)

Why: People might want to follow the issue or thing to get notices, but not actually have a call logged for it because they may not be directly impacted. We wouldn't want them in the counts anyway. Its a social media thing... like threads from back in the day.
