Self-Service Portal Bulletin Board Configuration Options

It would be nice if we had some configuration possibilities for the Self-Service Portal Bulletin Board section:

(1) I'd like to be able to change the background image. The current image may clash with my color theme.

(2) From initial testing in 10.3.1 only 2 bulletins display on home screen, even when more exist. It would be nice if either a COUNT appeared (maybe on the button) or the news could be configured to display one for X seconds and then display the next - either through horizontal or vertical scroll.

(3) It would be nice if I could only display a bulletin for a specific subscriber group. It may not apply to all portal users.

    Would be useful to be able to limit bulletin board display to specific category of user, either by subscriber group or user profile e.g. staff, student, etc in our use case

    This would be useful 100%. We have just started using Bulletins, and having them scroll after a few seconds would be better than 2 on the screen, and click the arrow to see more
