In the self service portal system settings, you can create multiple systems to change and combine different settings from home page styles to menu options. In 10.2.3, a feature was added to allow changing of the home page widgets. However there are only a limited number of self service portal home pages for selection and you cannot create new ones so if you have many partitions/departments wanting different styled homepages, it isn't possible without custom files.
