Banner pop up at Core log in for latest news, announcement or changes

Similar to the banner that pops up advising of a session timeout ( bright yellow bar with text ) we want to be able to set up a similar banner that would work like latest news for portal.

This feature will assist us in advertising ASM related latest changes, news, upcoming outages, newly turned on features etc to our Core users which in turn will increase user satisfaction and enagement.

    If you configure the System for Internal Messages, you can post Bulletin Board Messages to appear as soon as an Analyst logs into the System but it would be useful to have a more prominent notice.
