Allow the MyOptions links on self service portal

Allow the MyOptions links on self service portal to be published and hidden via Subscriber Groups

This would be useful for our customers using the portal as we have a mixture of permanent staff, contract staff and varying levels of students so we would like to be able to make these links configurable based upon the Subscriber group they belong too
