Modify who is notified when the note is added via the portal

Currently when a note is added to a task, the manager of the CR is notified.  If possible can this be amended so that it can be modified as to who is notified when the note is added via the portal.  The manager of the change is not always the correct person to notify.

    We would find it useful if the officer/group of all active tasks are notified when a note is added.
