Add the ability to import stakeholders into the database for CI's etc to enable bulk updates

Stakeholders would be much more valuable if they could be managed in the same manner as CMDB fields.
This has now been reviewed by the Product Management Team and will monitor the number of votes this suggestion gets with other customers.
