If a customer enters a quantity of 3 in a service action and clicks the button - they are presented at the top with a counter that says Form 1 of 3. After clicking continue - this changes to 1 of 2. This confuses customers and they think they lost the first one, cancel everything and start over.

The counter should say 1 of 3, 2 of 3 and 3 of 3 with each submission. Its what the customer is expecting - only changing the left number. Changing both simply confuses them.
