Change behaviour of unsubmitted calls through Service Catalogue

When calls are raised through "Log an incident" and save for later is not pressed, they are cleaned up by the system if the user navigates away from the page.

However if a call is raised, and discarded with no details filled out nor save for later being clicked in the Service Catalogue, the call remains as unsubmitted.

We would like the calls to be cleaned up the same way as "Log an incident" calls
