More Granular Email Header & Footer for Message Templates or Groups Merged

A Global Header and Footer is available within ASM to allow a header and footer per language, per partition to be configured.

Suggestion is to extend tis to allow for the Header and Footer to be overwritten for a specific Message Template or Type as well as adding more granularity to allow different Header and Footer for each IPK or WF Group.

    This would be good to represent in Designer as a set of tags on the message templates that can be removed/added, as some Message Templates would not necessarily require a header and/or footer (ie internal communications)

    It would also be good to be able to exclude certain templates from using the global header / footer.
