Background
When IT staff log a request directly in the tool, I have noticed that it will often stall when submitted or saved and the request is kept open. Sometimes it will stall and sometimes it will progress depending seemingly on the type of tasks, whether there are attachments (possibly). It may be due to record locking.
Idea
The expected behaviour is that when a request is logged the workflow will continue even if the record is open in edit mode. This is the actual behaviour for many instances, just not all.
