Could not find anything relating to this but we currently update our users any known IT issues with end user impact and any associated workarounds via a bulletin board. It would be useful if we had a problem section, in the customer portal, with a list of active problem records and the option for the user to add themselves to the problem. These can be published with a tick box in the problem form to publish to the self service portal, where user impacting problems.
Drilling into the respective problem captures any workarounds.

We have the add me function enabled for MI but it would be great to have a similar additional option for promoting problem and having an add me button associated.

From v9.7 there is an out of the box widget you can configure called Major Incident Add Me, access is set in the portal security roles but in the settings you can configure which IPK Status to use, so you could use Problems instead and relabel the widget in Designer.
