Customer Survey - Closed vs Open-Resolved

We would like the option to survey only calls that are Closed (not Open-Resolved).  Surveying Open-Resolved calls introduces an issue of surveying calls that are not yet tested and verified with the user resulting in negative survey results and complaints from users that were are more concerned about surveying than fixing the issue.
