Allowing Custom Colours created to be accessibe for each widget within Portal Skins

Currently custom colours need to be defined for each widget individually rather than being able to save a custom colour and being able to access it when setting the custom colour for a different widget within Portal Skins.  This would assist with ensuring branding consistency.
