Self Service portal should allow forms to be published anomalously to allow users to make simple requests eg "contact me:", "leave feedback" without needing to be part of the domain or network. 
This is particularly useful for shared services models wear multiple agencies are supported by a single support desk, but don't have the technical capability to log in to the portal. Minimal forms can be published for interaction.
