Report Scheduling screen - Unclear which save to use

It's not always clear which Save button to press when amending the report scheduler - see screen shot attached. Why can't the actual report scheduler save button be placed in a more logical order like at the bottom of the screen rather than having to scroll at the top again. I was finding that I was clicking on the other save button and the report was not working as expected.
