Is it possible to create an alert pop up the message board if the system can not send emails?

Via automated periodic Test Connect on all Connectors to ensure Services and Connectors are able to connect to the Sources and display in a Health Page whether Integration Sources are not accessible or configured/scheduled scans are not working, to include Email and LDAP connectors
