Rather than reference instructions in the text of a vFire Bulletin, I think it'd be great to be able to link Knowledge Articles into a Bulletin as Calls, Requests and Tasks currently can be. Even better would be the ability link multiple, so that App Info articles can be linked along with their specific instruction (if desired), which will give the bulletin the ability to relay more context without relying more text in the body/description.
As a workaround for the Self Service Portal have you tried embeding a URL into the Bulletin Board body to the Knowledge Article using:
http://<server_name>/<virtual_directory>/Core.aspx?Lite&TemplateName=LiteKnowledgeSearchResults&BTN_SELECT<ref>=View
where Ref is the ref number of the article. Its not ideal and does not work in Core.
