When a workflow administrator works on a workflow template, they are saved as the request owner/manager. When the workflow is logged, tasks are created as the responsibility of the request owner's default workflow group. This can be confusing for larger organisations as these groups may differ per workflow and to the end user it can look like the task is being forwarded from a random group each time. 

If the option was created to allow a system-wide default workflow group for workflow templates this situation would not arise.
