Allow the "account disabled" field to be accessed when creating rules/filters

Our business currently uses the account disabled flag to exclude users from reports. An example of such a user would be a "Common" user. In this case, it's not appropriate for this user to be deleted.

We've discovered that the account disabled flag cannot be accessed when creating rules and filters. We think that it would add value if it could be accessed.
