The ability to control whether a vFire Officer can edit an article based on the status that the article has.

E.g.  An article set as Draft may be created and edited by those of a KCS 1 (Candidate) role, however when an article is set to Approved, only KCS 2 (Contributors) can review and edit it.  The approved article should be searchable by everyone, as the information is trusted and it has been confirmed as such, but shouldn't be edited by anyone below KCS 2 rank.

This idea relies heavily on the Entry Status/Article Status
