Enable/disable options to Take Over Calls/Requests/Tasks/etc in Delegation Setup

Add functionality to Delegation Setup that would allow delegators the ability to enable/disable the checkboxes for the various 'Take Over xxx' options. This would be useful because it would allow Delegators the ability to set what functions each delegate can perform on their behalf. A delegator may wish to grant a delegate the ability to Take Over Calls, but not allow the delegate the ability to Take Over any other type of ticket, or Action Approvals.

All users would benefit because it would prevent having to setup special security profiles for IPK, Workflow, etc. to control these actions. It would allow for more granularity of security permissions when an officer delegates his tickets.

It would work by having the following options be a checkbox that could be enabled/disabled, much as they are presented right now:

Take Over Calls
Take Over Requests
Take Over Tasks
Take Over Approvals
Action Approvals
