Requests have save, submit, and submit later options.  The save button behaves as a submit button if the request is not already submitted, which makes it redundant, and confusing when it's sitting right next to a submit button you end up thinking it must NOT be a submit button.  But it is.  Also, no one needs a save, submit, and submit later button so hiding the save button until the request is open would be nice.  The call buttons could also be unified to have a submit later button, and to have the save button not visible prior to submission.
