dynamic rules for email and letter templates

Allow dynamic rules to be used to show / hide fields on email templates and letter templates.

This allow the same template to be used in multiple scenarios, for example if there is a workflow where either a current manager or a new manager's approval is required. Currently we use two email templates with exactly the same wording except the name of the person approving. It would be good to be able to use a single template with the current manger's name hidden if the new manager is approving and the new manager's name hidden if the current manager is approving.

This improves the customer experience in terms of maintaining their templates.

The same is true for letter templates - specific format for parts of the organisation that are populated by the data on the form.

E.g. in a drop down a value of 'Other' is selected and that makes a text box appear for more details. however, in the letter i would like to show the other text box only if 'Other' was selected in the drop down. Currently i can't do this and must have the other text box in the letter regardless of whether it was presented to the user on the form or not.
