Allow Officers to close calls via Customer Portal

Allow Officers the ability to close calls via the Customer Portal.  I realize the Customer Portal is geared towards customers, but the Customer Portal should allow Officers the ability to manage the calls that they can review as being assigned to them.

      Close and Reopen Calls via Portal is available in v10.1

      customers should be able to cancel or flag calls/requests/service orders as resolved/closed from the portal
