A mechanism to sign off CI changes before release.

Customer would like some way to sign off CI changes before being released. Mentioned similar to KB Admin. This may only work for new items but not updates. Maybe we could look at doing something like the FedCMDB PEnding Imports for manual changes also

    Automated processing of CMDB updates and approval processes are best done by using the workflow functionality and the automated CMDB update task.
