Filter Officers and groups when forwarding a call.

Enhancement to have the ability to filter the officers and groups when forwarding a call, task or request based on the status selected. ie if the status is assigned to Support, only show Support groups and officers. 1. Need to add new Admin page for Call, Task and request statuses (admin audit and port) Base the filtering on Group. use -1 if nothing specified which means all groups/officers visible 2. Modify Officer/Group control to have a FilterStatus property that defaults to -1 or blank meaning no filtering. 3. Create jscript to set on the control this when the page loads or the filter changes. Also on Fwd External and Bulk Fwd. Not implemented in other places.
