Is there a way to limit/stop users from closing tickets at the request level?

Is there a way to limit/stop users from closing tickets at the request level? We have quite a few people closing Change & Release tickets at the request level, without going through the entire workflow process. Is there a way to limit/stop users from closing tickets at the request level?     Yes. You are able to hid the close request button via the designer.

    So I assume this is in version 9.1.8?  Can we have a clue on how to do it or send an example of a screen that has it already designed?
