Subscriber groups can be used to INCLUDE people. But what if I want to EXCLUDE people?

I have a service action that I want to share with everyone EXCEPT for a small group of people. Because my customer base incudes 30,000+ people, I can't create a subscriber group and hope to keep it updated to include everyone but the small subset of folks I don't want to see the service action.

It would be beneficial if I could say - All Customers EXCEPT this particular subscriber group.
