Allow BCC emails to not need a To: recipient

We try to send by default a mail to a group only as BBC, but the system is not allowing that. Basically we need to send out an e-mail to multiple users but those users are not allowed to see the bulk mail addresses.

    Just use a dummy TO address? Many mail systems don't like mail with no TO and would reject it anyway.
