Change named license to concurrent if license count exceeds limit

When creating new users/syncing users as named analysts, the system automatically deletes the analysts if the named license count exceeds. This is leading to poor experience. Instead of deleting the analysts, they should be set to concurrent if the named license count is exceeded.
