Be able to use File:// and Mailto:// and other link options in Service action

In same occasions we need to open a file location to help a user. It would be nice if we could do this with the help of a published Service Action. If we try to use it we need to use it in the format HTTP:// our HTTPS:// it would be nice if we could also use the following options

Mailto://

File://

    Would like the MailTo option re-added in the Rich Text Editor....this was available in v9, but has disappeared in ASM (10.6)
