All entities should allow monitors to be created. extend to CMDB and be able to see datasets associated with Services, CI's contracts that aren't specifically to do with IPK /Requests or SLM.

  Monitors and Dashboards have been replaced in v10 with a new embedded Dashboard Tool that can be used to query/report on all entities either through SQL (Existing Report Views) or the Alemba API.
